JOB SUMMARY
Performs a variety of functions associated with interviewing and determining continued eligibility for specialized programs. Performs complex mathematical computations, determines appropriate codes for recording various transactions or documents; enters information in tenant-based software and maintains notes such as transactions to the client accounting records in specific and specialized transaction areas; uses calculators, photocopiers, and/or personal computers as part of the normal operation of the business office on a daily basis. Maintains office files in an orderly and efficient manner.
ESSENTIAL JOB FUNCTIONS
1. Schedules and interviews landlords and tenants regarding continued occupancy. Prepares all documentation and reports for assigned caseload.
2. Schedules appointments daily and assists in briefing sessions with clients.
3. Verifies eligibility; verifies the total income and the total family size of all families in the special programs; mails verification notices to third parties; and calculates annual adjustments for determination of rent payment. Obtains required information through the Up-Front Verification (UIV) system, the DHS system, and the Enterprise Income Verification (EIV) system through the Information Center (PIC) and the Voucher Management System (VMS) under the Real Estate Assessment Center (REAC) website.
4. Conducts annual and interim re-certifications.
5. Process move-ins and move-outs. Issues requests for tenancy approval and move vouchers.
6. Conduct/assist with move-in and move-out inspections as necessary.
7. Set up HAP contract agreements; calculate rent, notify recipient; handle and maintain paperwork; review situations regarding income, family composition, and/or other related changes to status; recalculate rent payment, housing, and/or other needs based on changes; work with clients and landlords to resolve issues and concerns; comply with and prepare monthly reports as required. Documents all activity in client files and notes screen.
8. Assists in training of new employees.
9. Responds to inquiries from participants and maintains logs.
10. Submits adjustments log in accordance with due date and reviews trial check runs.
11. Reconciles calculation and EIV deficiencies timely manner
12. Calculate income and rent with a minimum 80% accuracy rate
13. Maintain participant files in accordance with HUD guidelines
14. Adhere to the client's Standards of Performance and Customer Service policy.
15. Assist when necessary by performing the work or participating in determining and documenting applicant and/or participant eligibility,
16. Communicates with clients in a clear, professional, and sensitive manner; answers questions clients may have regarding the HCV program; instructs clients in their responsibilities while they are participating in the program; provides information on established routines and procedures; takes client complaints regarding a landlord's failure to repair or maintain the rental unit and passes it on to the proper designee.
17. Receives and processes changes from clients on income level and family composition; verifies income to compute and adjust rent; posts rent changes and other changes to appropriate records and generates or composes letters notifying the client and landlord.
18. Answers client inquiries concerning rental, special maintenance, damage, and other charges or fines that have been levied by the landlord; follows through on complaints with program participants. Explains rent amounts to clients and landlords, and obtains all pertinent documentation.
19. Updates electronic files regarding changes in rental or employment status; receives, records, transcribes, and posts client demographic and financial data in an accurate and efficient manner.
20. Maintains an awareness of worker safety guidelines and procedures and applies these in performing daily tasks and activities.
21. Files documents as required.
22. Other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED
Education and Experience
High School diploma supplemented by college courses, or equivalent; with experience in public housing; or any combination of education and experience that provides the necessary skills and abilities.
Licenses and Certifications (To be obtained within one (1) year of employment)
HCV Rent Calculation Certification with a minimum passing score of 80%
HCV Occupancy Certification
Knowledge, Skills, and Abilities
• Knowledge of applicable local, state, and Federal statutes; rules, regulations, ordinances, codes, departmental policies and procedures, and other governing documents.
•Knowledge of the principles of records and file management.
•Knowledge of basic mathematical calculations.
•Knowledge of personal computer functions and ability to operate efficiently.
•Ability to communicate effectively, both orally and in writing, and to interpret and follow instructions.
•Skill in compiling, analyzing, and presenting data and information in a variety of methods.
•Skill in applying the principles of customer service and customer care in a variety of situations and circumstances.
•Ability to courteously communicate by telephone and maintain harmonious relationships with the tenants, the client, and the landlords.
