Position Summary

A higher education institution is seeking a University Bursar / Manager of Student Accounts to lead its student accounts and accounts receivable operations.

This position oversees student billing, payment processing, account reconciliation, collections, refunds, payment plans, account adjustments, and other student financial transactions. The Bursar will work closely with Financial Aid, Admissions, Registrar, Finance, IT, and other departments to ensure student accounts are accurate, compliant, and handled efficiently.

 

The role is also responsible for maintaining internal controls, managing outstanding student receivables, improving processes, and providing a balance of strong customer service and financial accountability.

Key Responsibilities

  • Oversee student billing, payments, credits, adjustments, refunds, stipends, scholarships, and third-party payments
  • Review student ledgers and resolve discrepancies, outstanding charges, credit balances, and posting errors
  • Manage student payment plans and collection processes
  • Monitor receivable aging and delinquent accounts
  • Coordinate with outside collection agencies when appropriate
  • Work closely with Financial Aid on aid posting, credit balances, refunds, overpayments, and related transactions
  • Support Title IV compliance and financial aid reconciliation
  • Reconcile student account activity with the general ledger
  • Support month-end and year-end closing
  • Maintain strong internal controls over payments, refunds, adjustments, cash receipts, and write-offs
  • Prepare reports related to receivables, collections, refunds, aging, and account activity
  • Serve as the escalation point for complex student account questions and disputes
  • Ensure students receive clear and accurate information regarding charges, balances, payment obligations, refunds, and payment plans
  • Monitor compliance requirements and support audits and regulatory reviews
  • Serve as the Finance functional lead for student account operations within the Student Information System
  • Identify opportunities to automate processes, improve accuracy, strengthen controls, and improve the student experience
  • Supervise, coach, and develop Student Accounts/Bursar staff
  • Establish department procedures, workflows, performance expectations, and internal controls
  • Collaborate with Finance leadership on financial initiatives and institutional priorities

Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field
  • At least 3 years of progressively responsible experience in student accounts, accounts receivable, accounting, higher education finance, or a related area
  • Experience managing detailed financial transactions and reconciling complex accounts
  • Knowledge of accounts receivable and collection practices
  • Advanced Excel and Microsoft Office skills
  • Strong analytical, organizational, and communication skills
  • Strong attention to accuracy, confidentiality, and internal controls
  • Ability to manage multiple priorities in a high-volume environment

Preferred

  • Higher education experience, particularly with a Title IV-participating institution
  • Experience with Anthology/CampusNexus or another higher education Student Information System
  • Knowledge of Title IV cash management, student credit balances, refunds, and related compliance requirements
  • Experience managing student receivables and collections
  • Supervisory or staff-development experience
  • Experience supporting financial, compliance, or Title IV audits

Work Environment

This is an on-site position in a professional higher education environment. The role involves regular collaboration across departments and may have periods of increased activity during enrollment, registration, financial aid disbursement, semester starts, and other peak periods.
