Property Management Operations Lead
Full time, 23.56-26.44/HR DOE 
Work closely with the Property Management leadership team, Maintenance, and Resident Services to support operational processes, troubleshooting challenges, and promote best practices across the portfolio. This role focuses on coordination, guidance, and operational support rather than formal staff supervision.

Business Operations:
•    Coordinate consistent operational practices across the portfolio, including tenant interactions, maintenance workflows, and compliance processes.
•    Conduct periodic site visits to observe operations, support staff, and identify areas for improvement; represent the department at partner agency site visits as needed.
•    Serve as the first point of support for operational challenges such as staffing gaps, urgent maintenance needs, or tenant concerns, and communicate recommendations to leadership.
•    Facilitate regular team meetings and conduct check-ins with Property Managers covering vacancies, collections, and recertification timelines.
•    Monitor key operational indicators (unit turn times, vacancy rates, rent collection) and assist in preparing performance and compliance reports for leadership.
•    Provide onsite coverage when property management staffing gaps exist.
Compliance and Policy Support
•    Conduct periodic tenant file reviews and oversee compliance tracking for LIHTC, HUD, HOME, and Rural Development programs, ensuring timely completion of all certifications.
•    Maintain EIV Coordinator access; run required monthly, quarterly, and ongoing reports in accordance with EIV policy.
•    Interact with monitoring agencies, prepare continuing compliance reports, and submit rent increase requests to regulatory agencies in a timely manner.
•    Maintain credentials to request rental assistance from HUD and USDA; create and update AFHMPs annually.
•    Assist in developing and updating company property management policies and procedures; train staff on compliance, lease practices, and regulatory updates.
•    Review lease violation notices and provide guidance to staff on appropriate next steps.
•    Promote Fair Housing compliance and site safety practices across the portfolio.

Tenant and Community Engagement
•    Assist Property Managers with escalated tenant concerns, ensuring fair and timely resolution that is culturally responsive.
•    Partner with Resident Services to support coordination between property operations and resident programming.
Staff Support, Coordination & Cross-Department Collaboration
•    Serve as a senior technical resource to property staff for operational questions, troubleshooting, and compliance guidance; provide informal coaching without formal supervisory authority.
•    Assist staff with effective use of Yardi and other property management software to improve productivity and reporting.
•    Coordinate with the Maintenance Supervisor on work orders, preventative maintenance, and unit turnover timelines.
•    Ensure issues are resolved in a timely manner, keeping the Associate Director informed throughout.
•    Collaborate across departments to align property operations with broader organizational goals.
•    Attend industry training to stay current with program changes and regulatory updates.
Minimum Qualifications 
•    Associate degree in management, business, public administration, or related field preferred; equivalent experience considered.
•    Minimum 3 years of experience in affordable housing property management, preferably in a multi-site environment.
•    Working knowledge of LIHTC, HUD, HOME, and USDA Rural Development program regulations.
•    Proficiency in property management software (e.g., Yardi) and Microsoft Office Suite.
•    Strong written and verbal communication skills.
•    Valid Oregon driver’s license, vehicle insurance, and ability to travel between property sites.
Knowledge, Skills, and Abilities 
•    Working knowledge of affordable housing regulations including LIHTC, HUD, HOME, Rural Development, Fair Housing, and Oregon Landlord/Tenant Law.
•    Knowledge of property management practices including unit turnover, maintenance coordination, rent collection, and tenant relations.
•    Ability to conduct site observations, review operational metrics, and identify areas for improvement.
•    Strong interpersonal and communication skills; ability to guide and collaborate with staff at all levels with professionalism and cultural responsiveness.
•    Proficiency in Yardi and Microsoft Office Suite; ability to compile reports and use data to support decision-making.
•    Ability to manage multiple priorities, exercise sound independent judgment, and maintain confidentiality.
•    Maintain regular, reliable, and punctual attendance.
