SUMMARY
In support of the Charlotte County Clerk of the Circuit Court and County Comptroller’s mission as guardians of public records and assets, this position is responsible for performing supervisory, technical, and analytical work in the preparation and maintenance of accounting records. Responsible for fund accounting activities, including maintaining schedules/documentation coordinating and recording deposits, debt payments and other financial activities as well as reconciling accounts; preparing; and other accounting activities related to the funds. Responsible for bank reconciliations of the Board of County Commissioners. The incumbent is the lead with respect to financial statement preparation, including ensuring submission to the GFOA for the Excellence in Financial Reporting certificate. Works closely with the external auditors for year-end supporting documentation. Establishes accounts and maintains integrity of the financial accounting system.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Daily cash management including transfer of monies to and from the State board of Administration (SBA) based on cash flow needs for the day.
• Proper recording of all investment transactions in the general ledger, including year-end adjustments to market that may be necessary. Processes necessary wire transfers to accomplish investment purchases / redemptions.
• Processes all credit card transactions via downloads into the General Ledger system.
• Responsible for maintaining proper structure in financial statement preparation software (currently Caseware).
• Responsible for preparation of year-end financial statements for the Clerk of Circuit Court, Supervisor of Elections, and jointly responsible for the Board of County Commissioners and ACFR, working closely with other Clerk accounting staff to ensure proper presentation of financial statements, including footnotes at every level. This position is the lead in financial statement presentation.
• Responsible for governmental type debt, proper accounting entries and payment of all county debt when due.
• Responsible for proper presentation of entity wide level financial statements by using conversion entries as prescribed by GASB 34 & GASB 103.
• Responsible for submission of required State reporting including Annual Financial report via Loger system and Auditor General.
• Maintains account structure within our financial system software: adds, deletes accounts and funds, etc. working with IT staff on issues if necessary.
• Liaison with banking staff with respect to our bank accounts, oversees monthly bank reconciliation process for all Board bank accounts.
• Prepares various reports, schedules and analysis as requested.
• Serves as resource to other Finance staff; troubleshoots problems to assure accurate maintenance of financial data.
• Responsible for accuracy and completeness of financial analysis work performed.
• Assists with special projects.
• Must maintain confidentiality.
• Other duties as required.

SUPERVISORY RESPONSIBILITIES
Directly supervises one employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
OTHER SKILLS AND ABILITIES
• Exceptional interpersonal skills with the ability to maintain confidentiality.
• Proficiency using Microsoft Word and Excel are required.
• Ability to read and properly interpret GASB statements to ensure adherence in the proper presentation
of financial statements.
• This position fulfills an essential role in the Clerk’s office. In the event an emergency has been declared, this position is required to be available to work.
• Must also be able to work nights and weekends as needed to complete required fiscal reporting or as needed to attend commission or other budgetary and/or investment meetings.
• Must also be able to attend outside business and other governmental or community functions.

EDUCATION AND EXPERIENCE
Bachelor's degree in Accounting or related field from four-year college or university; and four plus years related experience and/or training. Experience in Cost Accounting and/or Governmental Accounting is preferred. Previous supervisory experience is a plus.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
