HCVP Inspector – Job Summary

The HCVP Inspector is responsible for inspecting rental properties participating in the Housing Choice Voucher Program (Section 8) to ensure they meet HUD Housing Quality Standards (HQS) and local housing requirements. This role involves conducting initial, annual, complaint, and special inspections; identifying deficiencies; documenting findings; and working with property owners and tenants to ensure timely corrections.

Key Responsibilities:

  • Conduct Section 8 housing inspections to verify compliance with HUD and local standards.
  • Identify, document, and follow up on housing deficiencies requiring corrective action.
  • Prepare inspection reports, maintain accurate records, and enter data into inspection software.
  • Communicate inspection results and compliance requirements to tenants, landlords, and housing staff.
  • Determine rent reasonableness and assist with contract rent negotiations.
  • Perform lead-based paint visual assessments and follow required safety procedures.
  • Coordinate with maintenance teams to address safety and repair issues.
  • Investigate potential fraud concerns and provide testimony at hearings or court proceedings when necessary.
  • Deliver excellent customer service while resolving conflicts and addressing inspection-related concerns.
  • Participate in training, safety initiatives, and continuous improvement efforts.

Qualifications:

  • High school diploma required; additional college, technical training, or equivalent experience preferred.
  • Minimum of five years of experience in public housing, property management, inspections, construction, or a related field.
  • At least two years of experience in building inspections, construction trades, or property management.
  • Valid driver's license with an insurable driving record.
  • Ability to obtain NSPIRE/HQS certification within six months and Lead-Based Paint training within one year.

The ideal candidate is detail-oriented, works independently, has strong communication and problem-solving skills, and possesses a solid understanding of housing inspections, building systems, and HUD regulations. They must be comfortable working both in an office setting and in the field, including entering occupied homes and navigating challenging environments.
