Property Manager
Position Overview
This position oversees the daily operations of a 200-unit affordable housing community. The Property Manager works collaboratively with another on-site manager, each responsible for approximately half of the property, allowing for strong resident relationships and shared problem-solving.
This community serves a diverse population, including individuals and families who may have experienced homelessness, mental health challenges, or other barriers to stable housing. The role requires both technical expertise and a high level of empathy and professionalism.
The position includes participation in an on-call rotation, typically occurring every 10–12 weeks.
Key Responsibilities Leasing & Marketing

Guide applicants through program requirements, including income and asset verification

Screen applicants and determine eligibility in compliance with federal, state, and local regulations

Coordinate background, credit, and reference checks and issue written decisions

Maintain property appearance, including curb appeal and cleanliness

Build positive relationships with residents, team members, and community partners
Financial Management

Support financial performance through rent collection, cost control, and resident retention

Assist in preparing and monitoring the annual operating budget

Track and oversee vendor contracts and services
Reporting & Compliance

Prepare monthly, quarterly, and annual reports
-
Conduct recertifications and inspections in accordance with regulatory requirements

Ensure all tenant files are accurate, complete, and compliant
Maintenance Coordination

Work closely with maintenance staff to prioritize work orders and repairs
-
Support long-term property improvements and preventative maintenance efforts
Resident Relations

Manage occupancy, rent collection, and related documentation

Address resident concerns and enforce lease agreements

Issue notices and manage lease violations when necessary

Oversee eviction processes in compliance with applicable laws

Maintain consistent communication with residents and service providers

Process transfer and accommodation requests
-
Connect residents with appropriate support services when needed
Qualifications Education & Experience

Bachelor’s degree in public administration, business, or a related field, or equivalent experience

Minimum of 2 years of property management or housing experience
-
Experience working with high-barrier populations is strongly preferred
Certifications (Required or ability to obtain within 6 months)

Property Manager License (as required by state)

Tax Credit Housing Manager (TCHM) or equivalent certification

Fair Housing certification
Knowledge & Skills

Familiarity with affordable housing programs (LIHTC, HOME, HUD) or willingness to learn

Understanding of Fair Housing and Equal Opportunity laws

Strong financial and budgeting skills

Excellent written and verbal communication

Conflict resolution and de-escalation skills

Strong organizational and recordkeeping abilities

Proficiency in office and property management software

Valid driver’s license and reliable transportation (mileage reimbursed at federal rate)
Compensation & Benefits Salary

$53,000 – $59,000 annually (DOE)

Work Schedule

Full-time, Monday–Friday, 8:00 AM – 5:00 PM
