Human Resources Manager

Location: Mesa, Arizona
Schedule: Monday – Friday
Employment Type: Full-Time | Direct Hire
Salary Range: $95,000 – $125,000 annually (DOE)

Position Summary

The Human Resources Manager will oversee and direct the daily functions of the Human Resources department, including talent acquisition, employee relations, compensation and benefits, policy administration, safety programs, compliance, and workforce development. This role serves as a strategic partner to leadership while ensuring a positive, compliant, and high-performing workplace culture across multi-state operations.

This position requires full bilingual fluency in English and Spanish (speaking, reading, and writing).

The ideal candidate is a bilingual HR professional with strong leadership capabilities, deep knowledge of employment law, and a passion for developing people and organizational effectiveness.

Key Responsibilities

Human Resources Leadership

  • Lead all core HR functions including recruitment, onboarding, employee relations, compensation, benefits, training, retention, and compliance
  • Provide HR support and guidance to leadership on sensitive employee matters, investigations, accommodations, and disciplinary actions
  • Partner with management to align HR strategies with organizational goals

Talent Acquisition & Workforce Planning

  • Manage full-cycle recruitment for professional, exempt, managerial, and operational roles
  • Collaborate with department leaders to identify staffing needs and required competencies
  • Develop strategies to attract and retain top talent

Employee Relations & Compliance

  • Serve as a trusted bilingual resource (English/Spanish) for employees and management by interpreting policies and resolving workplace concerns
  • Ensure compliance with federal, state, and local employment laws and regulations including ADA, FMLA, EEO, and affirmative action requirements
  • Conduct HR audits and maintain accurate employee documentation and organizational records

Compensation, Benefits & HR Administration

  • Analyze compensation and benefits trends and recommend competitive programs
  • Oversee benefits administration, leave management, and HR policy updates
  • Maintain employee handbooks, organizational charts, and performance management systems

Safety & Organizational Development

  • Support workplace safety initiatives and compliance programs
  • Coach and mentor managers and HR staff
  • Promote a positive, collaborative, and high-performing workplace culture

Qualifications

Required

  • Fully bilingual in English and Spanish (required — speaking, reading, and writing)
  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • 5–7+ years of progressive HR experience, including leadership responsibilities
  • Strong knowledge of employment laws, HR best practices, and compliance standards
  • Excellent communication, conflict resolution, and interpersonal skills
  • Strong analytical, critical thinking, and decision-making abilities
  • Proficiency in Microsoft Office Suite (Excel, Outlook, Word)
  • Valid driver’s license with clean driving record

Preferred

  • SHRM-CP or SHRM-SCP certification
  • Master’s degree in Human Resources, Business, or related field
  • Experience with ADP and payroll systems
  • Multi-state HR experience

Physical Requirements

  • Prolonged periods of sitting and computer work
