Professional Recruiter – Third-Party Search (Express Employment Professionals of Green Bay)

Role Overview

The Professional Recruiter is a high-performance, production-driven role responsible for generating revenue through third-party search services with Express Employment Professionals of Green Bay.

This role manages full-desk recruiting from client acquisition, candidate sourcing, and placement execution. The end goal is to deliver consistent hiring outcomes for client companies while helping candidates move their careers forward. The work directly impacts both sides of the market: helping businesses find qualified talent and helping individuals secure meaningful employment opportunities.

This is a performance-based role where success is measured by business development activity, pipeline management, speed of execution, and placement consistency.

Compensation & Performance Model

This role offers significant income potential for high performers. Earnings are directly tied to business development activity, recruiting execution, and the ability to consistently convert opportunities into placements.

First-Year On-Target Earnings (OTE): $75,000–$80,000
(Base salary + commission based on production)

Base Salary: $40,000–$45,000 annually
Commission: Uncapped, performance-based

Expected Performance Benchmarks:

  • 2 placements per month (minimum expectation)
  • $180,000+ annual revenue contribution
  • $240,000+ annual revenue target after year one

Income is directly tied to production. Higher levels of business development activity and consistent execution result in higher placement volume and earnings.

Recruiters who do not consistently generate new client demand will not achieve expected production levels regardless of sourcing ability.

Key Responsibilities

1. Client Demand Generation (Business Development – Core Driver of Success)

This role requires consistent outbound business development activity to generate new client relationships and maintain a steady pipeline of job orders. Business development is a primary driver of production and income in this role.

  • Conduct daily outbound outreach to prospective clients
  • Build and execute a structured plan to develop new business opportunities
  • Identify hiring needs and convert prospects into active recruiting clients
  • Lead client conversations, presentations, and discovery discussions
  • Maintain an active pipeline of opportunities across multiple accounts
  • Close new job orders and ensure roles are viable for successful placement

2. Recruiting Execution & Activity Standards

Maintain consistent weekly production activity to support placement outcomes:

  • ~125 outbound calls per week
  • ~10 candidate interviews per week
  • ~5 qualified candidate submissions per week
  • ~3 client interviews per week
  • ~1 placement/start per week target (2/month minimum expectation)

Additional expectations:

  • Operate with urgency and consistent daily execution
  • Continuously move candidates and clients through the recruiting lifecycle
  • Maintain active momentum on all searches until filled or formally closed

3. Candidate Supply Development

  • Proactively source, attract, and engage qualified candidates for current and future client needs
  • Build and maintain a strong pipeline of active and passive candidates across relevant industries and roles
  • Leverage all available sourcing strategies and tools to identify and engage talent
  • Maintain accurate and timely candidate records in the ATS as the system of record
  • Continuously develop market awareness to ensure access to high-quality talent pools
  • Represent candidate interests professionally throughout the recruiting process

4. Client & Candidate Management

  • Gather full job order requirements including responsibilities, skills, environment, and success profile
  • Evaluate role viability based on market conditions, compensation alignment, and hiring timelines
  • Conduct structured candidate interviews (phone and in-person as needed)
  • Prepare candidates for client interviews and manage feedback loops
  • Professionally represent candidates throughout the hiring process
  • Ensure alignment between candidate expectations and client requirements
  • Support successful placements and retention outcomes

5. Documentation & Process Compliance

Maintain accurate and timely documentation in all recruiting workflows, including:

  • Job orders
  • Candidate evaluations
  • Client communications
  • Interview preparation and debriefs
  • Pipeline updates

6. Team Collaboration & Office Contribution

  • Collaborate with team members to maximize client outcomes
  • Cross-sell recruiting and staffing services where applicable
  • Communicate proactively on pipeline status, risks, and opportunities
  • Contribute to a high-performance, results-driven team environment

 

7. Compliance & Professional Standards

  • Operate in compliance with all applicable employment laws and regulations (FLSA, Title VII, ADA, etc.)
  • Maintain adherence to Express Employment Professionals systems and policies
  • Represent the company professionally in all client and candidate interactions
  • Maintain awareness of labor market trends and industry conditions
