About the Position:
The general responsibility of the Fiscal Analyst is to carry out the fiscal responsibilities of Agency and all direct service programs. Monthly fiscal expense reports from the agencies contracted service providers and direct services shall be analyzed and presented by the Fiscal Analyst to the head of the agency in accordance with each program's specific reporting standards. The Fiscal Analyst is required to conduct daily fiscal activities for the agency and its direct service programs. The Fiscal Analyst reports to the agencies
Executive Director and the agencies governing board.
Distinguishing Characteristics:
The Fiscal Analyst shall be self-directed, possess strong communication skills, be proficient in funa accounting, worksheet applications, and have experience in Payroll practices and Human Resource functions.
Duties:
Maintain accounting records of all federal and non-federal grant monies, in accordance with fund accounting principles; contracted service provider agencies; Conduct contracted service provider fiscal assistance and training as necessary; Prepare timely and accurate monthly income statements, budgets and closeout reports for all programs With submission to the Executive Director, governing board, and the agency; Provide analysis and control of expenditures and payments to contracted service providers, Provide all inventory-related procedures, or the contracted service providers, agency, and its direct service programs; Perform desktop or on-site monitoring of contracted service providers to verify fiscal reporting data and to prepare fiscal monitoring assessment reports, etc....full job description will be provided.
Requirements.
Knowledge of computer software (Microsoft Office Products including Word, Excel, Access). Knowledge of QuickBooks Accounting Software is recommended. Must be willing to travel out-of-town and overnight on occasion. Must provide own vehicle, possess a valid and appropriate California Driver's License with minimum required insurance, and be bondable.
Qualifications:
Must have a minimum of an undergraduate degree in accounting (qualifying experience may be substituted for the required education on a year-for-year basis) with 5 years' experience in fund accounting;
A thorough knowledge of computerized financial accounting and reporting requirements;
Ability to convey knowledge and train others in the financial accounting and reporting requirements of the agency;
Knowledge of General Fund Accounting and Accrual principles (Cash Basis accounting principles are not utilized);
Knowledge of audit and accounting principles as they apply to 2 CFR, Part 225 [formerly OMB Circular A-87], 2 CFR 200.501 to 200.521 [formerly OMB Circular A-1 33];
Knowledge of county government/non-profit accounting practices; and
Ability to work well with paid staff and program volunteers.
