ESSENTIAL JOB FUNCTIONS:

 

  1. Maintain accurate and complete accounting records for the California Natural Resources Agency (CNRA) contract, including revenue recognition, expense tracking, reconciliations, and related journal entries.
  2. Monitor grant budgets and expenditures to ensure spending remains within approved funding levels and in compliance with contract terms and budget restrictions.
  3. Prepare, review, and submit required financial reports, invoices, reimbursement requests, and related documentation in accordance with grantor requirements, reporting deadlines, and funding agreements.
  4. Review and monitor grant-funded expenditures to ensure allowability, proper coding, adequate supporting documentation, and compliance with applicable funding agency regulations.
  5. Provide financial oversight and compliance monitoring for grant subrecipients, including review of invoices, supporting documentation, expenditure reports, and adherence to subcontract terms and conditions.
  6. Serve as a resource to grant subrecipients by providing guidance and technical assistance related to contractual requirements, allowable costs, documentation standards, and reporting expectations.
  7. Maintain complete, accurate, and well-organized grant files, including contracts, budgets, amendments, reports, correspondence, and compliance documentation, to support internal review, monitoring, and audit readiness.
  8. Track and reconcile indirect cost allocations and other shared cost distributions, where applicable, in accordance with approved methodologies and grant requirements.
  9. Prepare budget-to-actual analyses, financial projections, and other grant-related financial reports for leadership to support effective fiscal oversight and decision-making.
  10. Collaborate with program staff, leadership, development staff, and the Finance team in the preparation of grant proposal budgets, budget modifications, and financial planning related to grant-funded programs.
  11. Respond to grantor, auditor, and subrecipient financial inquiries in a timely, accurate, and professional manner.
  12. Provide guidance and training to internal staff and subrecipients, as needed, regarding grant compliance requirements, allowable expenditures, documentation expectations, and financial procedures.
  13. Support month-end and year-end close processes related to grant activity, including reconciliations, accruals, reporting, and review of restricted funding activity.
  14. Work closely with agency leadership and the Finance team to promote strong internal controls, fiscal accountability, and effective stewardship of public and grant-funded resources.
  15. Perform other related duties as assigned in support of grant administration, financial compliance, and departmental operations.
