The Benefits Manger provides support and direction to employees, associates, and franchisees related to the Express Employment International’s benefits programs based on established policies and procedures.  This position performs regular audits, compliance reviews and analysis to ensure consistent, compliant, and competitive benefits programs.  This position coordinates the work of multiple benefits vendors and is responsible for the administration of one or more benefits systems and interfaces.

Duties/Responsibilities:

  • Respond to and assist staff in the response of questions and issues of franchisees, associates, clients and core employees relating to the day-to-day operation of benefits.
  • Manage, monitor and report regarding the operation, impact and cost of benefit programs, and make recommendations as necessary.
  • Review and update  plan documents, summary plan descriptions and other communications to ensure compliance with reporting and disclosure requirements of various government entities (e.g., IRS, DOL...).
  • Assist in the design and implementation of new benefits programs and/or changes for core employees, associates and franchisees.
  • Monitor service levels of various vendors/administrative service organizations .
  • Interface with third party administrators, vendors, consultants and internal departments (e.g., IT) on benefits issues.
  • Oversee filing of various required reporting (e.g., Annual Report 5500).
  • Hands-on administration of certain programs (FMLA, headquarters disability, franchisee COBRA).
  • Conduct research and analysis on employee benefits industry trends, benchmark surveys and workplace best practices. 
  • Track proposed legislation and estimate impact. 
  • Lead the implementation of identified changes through vendors and development of internal communication plans.
  • Other duties as assigned.

Education and Experience:

  • Bachelors Degree
  • Eight (8) years’ experience in the field of benefit plans, including ERISA and pertinent IRS and DOL regulations.
  • Five (5) years’ experience in the direct administration and review of benefits programs preferred.
