Finance and Compliance Manager

Position Summary
The Finance & Compliance Manager is responsible for the District’s financial management, accounting operations, and regulatory compliance. This role ensures accurate financial reporting, sound fiscal planning, and adherence to all applicable governmental accounting standards and regulatory requirements. The position partners closely with the Board of Directors, Treasurer, auditors, and regulatory agencies to maintain the District’s financial integrity and transparency.
Key Responsibilities
Financial Management & Accounting
- Prepare and present monthly, quarterly, and annual financial statements
- Manage all accounting functions, including accounts payable, accounts receivable, cash management, and reconciliations
- Maintain the general ledger and ensure accuracy of all financial records in accordance with governmental accounting standards
- Support and coordinate annual audits, including preparation of audit schedules and documentation
- Develop and manage the District’s annual budget and assist with long-term financial forecasting
- Monitor financial performance and provide variance analysis and recommendations to the Board
- Oversee revenue collection, deposits, and financial transaction tracking (including PayPort reporting)
- Utilize and maintain accounting systems such as Peachtree (Sage) or equivalent platforms
Compliance & Financial Oversight
- Ensure compliance with all financial reporting requirements, regulations, and governmental standards
- Prepare and submit required financial filings and regulatory reports
- Maintain internal controls and financial policies to safeguard District assets
- Track and manage financial aspects of permits, licenses, and regulatory obligations
- Coordinate with state and local regulatory agencies on financial compliance matters
- Support implementation and monitoring of compliance programs related to financial operations
Contract & Project Financial Management
- Review and manage financial components of contracts, including budgets, invoices, and payment schedules
- Monitor project budgets and expenditures to ensure alignment with approved funding
- Analyze financial implications of capital projects and maintenance programs
- Coordinate with contractors, consultants, and engineers on financial documentation and approvals
Stakeholder & Board Financial Support
- Serve as the primary financial liaison to the Board of Directors and Treasurer
- Prepare financial reports, forecasts, and presentations for Board meetings
- Provide financial insights and recommendations to support strategic decision-making
- Coordinate with auditors, accountants, and financial consultants
Qualifications
- Experience in governmental accounting, public-sector finance, or special district finance
- Strong knowledge of budgeting, audits, financial reporting, and internal controls
- Familiarity with governmental accounting standards and compliance requirements
- Experience with accounting software such as Peachtree (Sage) or similar systems
- Strong analytical, organizational, and financial management skills
- Ability to manage multiple priorities and work independently
