SUMMARY

In support of the Charlotte County Clerk of the Circuit Court and County Comptroller’s mission as guardians of public records and assets, this position is a Senior Management position that directs the financial activities of the Comptroller Division to include oversight of the financial and investment functions of the Board of County Commissioners and the Clerk of the Circuit Court and County Comptroller by performing the following duties personally or through subordinate supervisors.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Advises and assists the Clerk of the Circuit Court and County Comptroller, County Commissioners, Directors and Fiscal Analysts and other County officials in the financial administrative responsibilities and accounting and fiscal policies concerning their areas.
  • Reviews programs and policies for efficiency and compliance, following applicable Florida Statutes, consistent with the goals and standards set by the Charlotte County Clerk of the Circuit Court and County Comptroller.
  • Keeps informed of the Clerk's statutory responsibilities as County Comptroller, County Treasurer, and Accountant to Board of County Commissioners in transactions with the BCC, public, federal and states agencies, special taxing districts, banks and investment firms, professional consultants, and other concerned parties.
  • Works closely with Fiscal staff of the Board of County Commissioners to ensure that funds are being monitored closely and all accounting is in accordance with Generally Accepted Accounting Principles (GAAP).  Oversees review of all financial transactions for the Board of County Commissioners and the Clerk of the Circuit Court general ledger and fiscal reporting responsibilities following State of Florida Statute and federal compliance rules and regulations governed under the Governmental Accounting Standards Board (GASB).
  • Oversees the payroll function for the Board of County Commissioners as well as the Clerk of the Courts and Supervisor of Elections, to include all IRS, time and attendance, reporting FRS, Florida Department of Revenue (DOR), and Federal and some reporting related to the Affordable Care Act.  As such, the incumbent must keep abreast of all new payroll tax related issues.
  • Oversees the accounts payable function for the Board of County Commissioners, Clerk of the Circuit Court and the Supervisor of Elections, including 1099 preparation and other tax related matters pertaining to vendors and contractors.
  • Oversees proper recording of fixed assets for the County with the exception of the Sheriff, to include directing determination of depreciation rates to apply to capital assets. 
  • Keeps informed on new Generally Accepted Accounting Principles and is responsible for their implementation.
  • Directs the annual external audit of the Board of County Commissioners, Clerk of the Circuit Court and Supervisor of Elections and serves on the selection committee for firm selection.  Supervises and assists in the preparation of the County’s Annual Comprehensive Financial Report for submission to the Auditor General in accordance with Florida Statutes and for submission to the Government Finance Officers Association (GFOA) for the Certificate of Achievement for Excellence in Financial Reporting award.
  • Responsible for the preparation and submission of the Clerk’s Popular Annual Financial Report (PAFR) to the Government Finance Officers Association (GFOA) for the Certificate of Achievement in Popular Annual Financial Reporting.
  • Works with the Clerk of Courts Corporation (CCOC) in meeting statutory guidelines related to the development of the Clerk’s performance based annual budget.   This involves an in depth knowledge of Florida statutes as they relate to court operations.  Works with the Clerk of the Circuit Court and his Division directors in establishing the Clerk and Comptroller’s budget. 
  • Assists with the forecasting of revenues by caseload type, using statistical methods.  Directs the preparation of the budget of the Clerk for the Board of County Commissioners, as well as the Clerk and Comptroller’s general operations budget.
  • Responsible for submission to the Municipal Systems Rule Making Board (MSRB) for compliance documents related to debt issuances for the county.  Responsible for working with arbitrage consultants annually to ensure all calculations are being performed for applicable debt issuances.
  • Serves as back-up to the Clerk of the Circuit Court and Comptroller in their absence as needed to attend internal/external functions.

OTHER SKILLS AND ABILITIES

  • Exceptional interpersonal skills with the ability to maintain confidentiality.
  • Proficiency using Microsoft Word and Excel are required.
  • This position fulfills an essential role in the Clerk’s office. In the event an emergency has been declared, this position is required to be available to work.
  • Must also be able to work nights and weekends as needed to complete required fiscal reporting or as needed to attend commission or other budgetary and/or investment meetings.
  • Must also be able to attend outside business and other governmental or community functions.

 

SUPERVISORY RESPONSIBILITIES

Manages subordinates, some of whom supervise employees in the Payroll, Accounts Payable-BCC, Accounts Payable-Clerk, Financial Accounting, Landfill/Utilities Accounting, Grants and Fixed Asset Accounting.  Is responsible for the overall direction, coordination, and evaluation of these units.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor's degree in Accounting or similar field from an accredited (4) year college or university.  Minimum of (5) years in a responsible management position in finance or similar field in automated environment.  Must have demonstrated superior knowledge of financial procedures and above average ability to apply this knowledge through outstanding performance in a position. CGFO or MBA is preferred but is not required.  Governmental accounting experience is preferred.  Preference will be given to Florida CPA Licensed applicants. 

 

 

LANGUAGE SKILLS

Superior communication skills, initiative, organization, and sound judgment are required.  Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Excellent knowledge and usage of grammar, punctuation and sentence structure.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts and accounting principles as they relate to government budgeting, fixed assets, general ledger, payroll, and forecasting. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, factor and cost/benefit analysis.

 

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

CERTIFICATES, LICENSES, REGISTRATIONS

A valid Florida Driver's License or Florida Identification is required for the hiring process.
