The Buyer ensures on‑time, cost‑effective, and compliant sourcing of raw materials, components, tooling, and services required for manufacturing and precision machining operations—supporting production schedules, quality standards, and regulatory requirements 


Key Responsibilities

Strategic Sourcing & Negotiation

  • Source and negotiate with domestic and international suppliers for SmCo/NdFeB alloys, cobalt/samarium inputs, fabrication consumables, machining fixtures, and indirect services; secure competitive pricing, terms, and service‑level agreements (SLAs).
  • Conduct cost analysis and make‑vs‑buy evaluations; lead capital equipment procurement when needed. 

Compliance, Quality & Risk

  • Ensure all purchases meet ITAR/DDTC restrictions, DFARS origin/compliance, and customer DPAS rating requirements; maintain auditable records aligned to AS9100D / ISO 9001:2015.
  • Partner with Quality and Engineering to address supplier nonconformance; drive root‑cause and corrective actions with vendors.
  • Collaborate with Supply Chain/Production to translate MRP/ERP demand into purchase plans; maintain safety stocks and reorder points for critical materials.
  • Monitor supplier lead times and logistics; mitigate risk via dual sourcing and expedites to protect on‑time delivery. 

Supplier Management & Development

  • Evaluate and qualify suppliers (technical capability, compliance posture, financial stability); maintain approved supplier lists.
  • Drive continuous improvement / kaizen with key suppliers to reduce cost, lead time, and defects. 

Cross‑Functional Collaboration

  • Serve as procurement subject‑matter expert on new product introduction (NPI) and engineering change projects; ensure material availability for prototype and production phases.
  • Coordinate with Materials Control/Shipping & Receiving for documentation, inbound/outbound flow, and ERP transactions 

Qualifications

  • Bachelor’s degree in Supply Chain, Business, Engineering, or equivalent experience. 
  • 5+ years procurement experience in manufacturing
  • Proficiency with MRP/ERP systems and Microsoft Office; strong data analysis and contract/SLA negotiation skills.
  • Knowledge of AS9100D / ISO 9001:2015, ITAR/DDTC, DFARS sourcing, and DPAS order support.
  • Ability to read engineering drawings, specifications, and GD&T for material/component requirements

Key Performance Indicators (KPIs)

  • On‑time delivery to production (OTD) and schedule adherence. 
  • Total landed cost savings and PPV (purchase price variance) control versus standard. 
  • Supplier quality: incoming defect rate / corrective action cycle time.
  • Compliance: zero audit findings related to procurement records (AS9100/ISO, ITAR/DDTC, DFARS).

Tools & Systems Used

  • ERP/MRP for purchasing and inventory transactions; integration with Shipping/Receiving workflows 
  • Supplier portals and internal quality/engineering systems for spec, router, and change control references.
