Specialized Recruiting Group is seeking an Assistant Finance Officer who will play a key leadership role within the Financial Services division of a public health organization. Reporting to the Finance Officer, this position oversees and coordinates various financial operations, including accounting, budgeting, payroll, procurement, and cash management.
This role ensures the accuracy and integrity of the organization’s financial systems by implementing effective internal controls, preparing financial reports, developing policies, and supporting the agency’s overall fiscal strategy and accountability.
Oversee daily operations of the finance department, including scheduling, assigning work, and supervising staff.
Monitor and evaluate employee performance, attendance, and leave utilization.
Assist with annual budget preparation and ongoing budget management.
Review and approve financial transactions, invoices, and contract billings.
Develop, review, and monitor accounting procedures and financial reports.
Supervise payroll processing and ensure compliance with applicable regulations.
Monitor expenditures and provide financial oversight for assigned funds.
Collaborate with auditors during annual reviews and financial reporting cycles.
Ensure adherence to established financial controls and internal policies.
Work closely with procurement and other departments on financial matters.
Prepare and present financial analyses and reports to leadership.
Maintain confidentiality of financial and personnel information.
Support special projects and organizational initiatives as assigned.
Master’s degree in Accounting and 4 years of accounting experience (governmental experience preferred), ORBachelor’s degree in Accounting and 5 years of accounting experience (governmental experience preferred)
Certified Public Accountant (CPA) preferred
At least 1 year of supervisory experience preferred
Valid Oklahoma driver’s license required
Strong understanding of governmental or nonprofit accounting principles
Skilled in preparing financial statements, reports, and budgets
Proven leadership and team management abilities
Excellent communication and analytical skills
Proficiency in accounting software, Microsoft Excel, and related applications
Ability to maintain confidentiality and accuracy in all financial operations
Commitment to continuous improvement and fiscal accountability
Primarily in-office within a climate-controlled setting; occasional travel for meetings or site visits
Frequent interaction with employees, leadership, vendors, and the public
Smoke-free and drug-free workplace
Schedule: Monday – Friday, 8:00 a.m. to 5:00 p.m.
Salary: $79,000 annually
