Job Description:

Performs a variety of routine and complex technical work in building inspection and storm water work to ensure that adopted building, plumbing, mechanical, electrical and other codes and State standards are met.

RESPONSIBILITIES:

  1. Responsible for inspection of construction , including, but not limited to building, plumbing, electrical mechanical, energy and landscape inspections to see that all related city codes and ordinances are followed.
  2. Performs on-site inspections of footings, foundations, framing, electrical, plumbing, mechanical, and energy systems, etc.
  3. Issues and reviews building and miscellaneous permits and maintains complete records of permits and work performed.
  4.  Examines general framing and structure of buildings to ensure that corners are tied in place, that trusses are tied down and set at proper distances, that floor joists are set at right distances and proper spans, and that bridging is put up and in place, and that the general quality and grade of lumber used in construction is standard, etc.
  5.  Performs electrical inspections examining for right size of panels, correct uses and sizes of wire, for correct number of circuits, for correct numbers and location of switches, etc. to insure that adopted national codes are adhered to.
  6. Performs plumbing inspections of all plumbing fixtures examining for vent size, grade and size of pipe, and examines all joints for proper sealing to insure that there are no leaks, etc.
  7. Performs water tests on all completed plumbing, examining for sealing and leakage, etc.
  8. Maintains records of building and inspection activity and completes related reports; issues certificates and permits as appropriate.
  9. Assists in researching problems and complaints regarding commercial and residential buildings, building construction and code compliance; responds to complex and sensitive building issues.
  10. Assists in resolving complex and sensitive customer service issues, either personally, by telephone or in writing.
  11. Maintains records and documents of customer service issues and resolutions.
  12. Performs plan review of new single-family residential related construction; and plan review of alterations, additions, and accessory structures to existing single family/two-family/multi-family structures.
  13. Performs less extensive commercial plan reviews as determined by Building Official.
  14. Oversee the coordination and function of the development review process.
  15. Coordinate the pre-submittal and technical review processes. Review submitted plans and approve as appropriate. Coordinate with other reviewing departments.
  16. Prepare and present Planning Reports appropriate department and Boards.
  17. Research, analyze and provide information and recommendations for amendments to codes, ordinances and procedures, and for special projects.
  18. Ensures methods, procedures and standards relative to the development process are consistent with customer needs and adopted City development plans and public works standards.
  19. Meets with developers and planners concerning development review process in the City.
  20. Develops and maintains professional working relationships with City staff, governmental agencies, developers and consultants, neighborhood and other citizens groups to develop strategies, plan activities, coordinate efforts and resolve issues and problems.
  21. Prepares correspondence; provides assistance to other City departments and other governmental agencies, as needed.
  22. Responds to citizen complaints, inquiries and requests for information regarding the development review process.
  23. The employee must have the ability to work well with others and have a good/pleasant attitude.
  24. Performs other essential duties as required to achieve successful operations of the division.
  25. Must be able to follow directions.
  26. Regular and timely attendance is an essential job function.

Job Requirements:

  1. Must have a valid Texas State driver's license or ability to obtain one by start of employment 
  2. Must obtain the Residential Plumbing Certification within ninety (90) days from the date of hire
  3. Must obtain Commercial Plumbing Certification within six (6) months from the date of hire
  4. Must obtain a State Plumbing Inspector license within twelve (12) months of hire date 
  5. Must obtain either Residential Energy Code Certification within twelve (12) months from date of hire and the Commercial Energy Code Certification within eighteen months from date of hire
  6. Graduation from a high school or equivalent
  7. Two (2) years of experience in general construction or related fields; or any equivalent combination of education and experience 

SPECIAL REQUIREMENTS:

  1. Knowledge of understanding  and  applying  City  policies  and  procedures,  and  applicable  Federal  and  State  rules  and regulations;
  2. Skills in communicating clearly and effectively, both verbally and in writing; preparing and presenting clear and concise reports and correspondence using technical and statistical information;
  3. Ability to promote and enforce safe work practices
  4. Ability to perform analytical and logistical work requiring the use of independent judgment and personal initiative, within established procedural guidelines
  5. Ability to establish and maintain a cooperative working relationship with City employees, state and regional agencies and community organizations
  6. Ability to assess and prioritize multiple tasks, projects and demands
