About the Program

RCAP Solutions’ Housing Consumer Education Center (HCEC) is a state-funded program dedicated to assisting low- and moderate-income individuals and families in avoiding homelessness and improving housing stability. The HCEC provides housing search assistance, stabilization services, and coordinated referrals to community resources.


Position Summary

The HCEC Generalist is responsible for providing housing search, referral, and housing stability services to individuals and families seeking assistance. This role conducts one-on-one intakes, comprehensive assessments, and ongoing case management support.

The ideal candidate is highly organized, client-focused, and committed to advancing housing stability through compassionate service and strong community partnerships.


Key Responsibilities

  • Conduct intakes for individuals and families seeking housing assistance.

  • Complete comprehensive client assessments including family composition, housing history, financial wellbeing, employment history, and relevant health/disability information.

  • Provide individualized housing search assistance based on client needs.

  • Coordinate referrals with community partners and state agencies.

  • Provide backup support to the HCEC Call Queue.

  • Assist clients and walk-ins with completing and submitting applications for housing, benefits, and services.

  • Manage a fluctuating caseload and maintain accurate physical and virtual client files.

  • Return calls promptly and provide exceptional customer service to all clients.

  • Monitor service effectiveness and adjust plans as necessary.

  • Follow up with clients on a predetermined schedule to track progress and housing stability.

  • Accurately document services and client demographics in required systems.

  • Perform additional duties as assigned by the supervisor.

Qualifications & Experience

  • Minimum of one (1) year of direct case management or related experience.

  • Knowledge of community resources serving low- to moderate-income and/or homeless individuals and families.

  • Familiarity with public housing programs, affordable housing resources, and Equal Housing Opportunity guidelines.

  • Proficiency in Microsoft Office (Word, Excel, Outlook) and database systems.

  • Excellent time management, organization, and communication skills.

  • Highly motivated self-starter with strong attention to detail and accuracy.

  • Ability to maintain strict confidentiality.

  • Ability to manage multiple priorities simultaneously.

  • Strong collaboration skills with staff, leadership, external vendors, and stakeholders.

  • Ability to work independently and in a team environment with minimal supervision.

  • Bilingual (English/Spanish) preferred.


Education Requirements

  • High school diploma or equivalent required.


Certifications & Licensure

  • Reliable transportation required.

  • Ability to travel locally as needed.

Working Conditions & Physical Requirements

  • Typical office environment with extended periods of sitting and computer use.

  • Regular movement between sitting and standing; frequent bending to maintain files.

  • Ability to perform repetitive tasks and use fine motor skills.

  • Ability to speak, listen, and use earpieces/headphones as needed.

  • Occasionally lift 15–30 pounds.

  • Occasional local travel required.
