Position Summary
The Program Representative manages a caseload of clients participating in federal and/or state rental assistance programs administered by RCAP Solutions. Under the supervision of the Director of Rental Assistance, this role ensures that program participants and property owners comply with all applicable federal, state, and agency regulations.
The Program Representative plays a key role in ensuring uninterrupted housing assistance for clients while supporting RCAP Solutions’ mission, values, and commitment to a collaborative, dynamic, and service-oriented work environment.
Key Responsibilities
Case Management & Annual Re-Examinations (Primary Priority)

Complete annual re-examinations for assigned caseload to ensure uninterrupted housing assistance.

Notify clients of scheduled appointments and conduct interviews (including occasional home visits).

Verify income, assets, and expenses using third-party verification methods.

Accurately calculate subsidy amounts and enter required data into mandated software systems.

Send all required notifications to landlords and participants in a timely manner.

Maintain thorough documentation of all verification processes.
Eligibility & Certification Processing

Conduct orientations for new voucher holders and ensure all documentation is properly completed.

Verify income and family composition eligibility for prospective participants.
-
Determine adjusted income, participant rent share, and subsidy levels in accordance with HUD, DHCD, and RCAP policies.

Process interim income and family composition changes.
-
Handle contract rent increases and move examinations.

Issue vouchers, conduct lease-ups, and calculate estimated subsidy amounts.

Process housing assistance terminations according to established procedures.

Scan and upload completed certifications into software systems.
Program Compliance & Reporting

Review monthly and quarterly EIV reports (new hires and deceased tenants).

Report compliance issues including income discrepancies, fraud, lease violations, and evictions to the Program Manager.

Meet and cooperate with federal/state monitors, auditors, and regulatory officials as required.

Maintain accurate records, files, and required forms.
Coordination & Community Engagement
-
Maintain ongoing communication with applicants, participants, and landlords.

Process incoming and outgoing PORTS and inter-agency transfers.

Refer clients to appropriate community resources.

Collaborate with landlords and partner agencies to support housing stability.

Coordinate with agency personnel to ensure continuity of services.
Professional Development
-
Stay current on industry regulations by reviewing notices and attending trainings, workshops, and seminars.

Complete required Nan McKay or Quadel, HUD, and/or DHCD training and certification within one year of hire.

Other Duties
Experience Requirements

Minimum of two (2) years of experience in housing, social services, or related field; or equivalent combination of education and experience.

Proficiency in Microsoft Office (Word, Excel, Outlook) and database/software systems.

Strong organizational, time management, and multitasking skills.

High attention to detail and accuracy.

Ability to maintain strict confidentiality.
-
Strong written and verbal communication skills.
-
Ability to work independently and collaboratively with minimal supervision.

Highly motivated self-starter.

Bilingual (English/Spanish) preferred.
Education Requirements

Associate’s degree or two-year technical degree;
OR
-
Minimum of two (2) years of relevant housing or social service experience;
OR
-
Equivalent combination of education and experience.
Certifications & Licensure
-
Reliable transportation required.

Must obtain required program certifications (Nan McKay or Quadel, HUD and/or DHCD) within one year of hire.
