Salary: $80,000 - $120,000/yr
The District Administrator / Finance & Compliance Manager is responsible for the financial management, administrative operations, regulatory compliance, and day-to-day coordination of District activities. This position works closely with the Board of Directors, Treasurer, state agencies, contractors, consultants, and the public to ensure the District operates in compliance with all applicable laws, regulations, and policies.
Prepare and manage monthly financial statements and documentation for audits
Work closely with the Board of Directors and Treasurer on financial oversight
Manage District finances, including accounts payable/receivable and deposits
Prepare annual budgets and assist with long-term financial planning
Print and maintain payment receipts and daily PayPort transaction reports
Maintain accurate financial records in compliance with governmental standards
Utilize and maintain accounting records in Peachtree (Sage) or similar systems
Maintain compliance with all District permits, laws, codes, and regulations
Work closely with the Colorado Department of Public Health and other regulatory agencies
Track certificates, licenses, and regulatory filings
Maintain detailed compliance records and documentation
Implement compliance plans and evaluate all maintenance programs
Maintain and update the District’s operating plan
Manage and coordinate contractors, consultants, engineers, and inspectors
Prepare contract documents and ensure compliance with insurance, bonding, and legal requirements
Coordinate inspection schedules and maintenance activities
Prepare repair recommendations and oversee project implementation
Provide project management support for District improvements
Review property boundaries, easements, and local community improvement plans
Provide on-call services for urgent or emergency District needs
Provide administrative management to the District and Board of Directors
Attend all Board meetings and prepare Board meeting packets
Maintain official District records and correspondence
Serve as the Designated Election Official, including coordination of election-related activities
Prepare bids, proposals, and procurement documentation
Support public records requests and administrative compliance
Serve as a primary point of contact for residents, contractors, and stakeholders
Respond to contractor requests and inquiries
Coordinate and consult with attorneys, engineers, surveyors, and regulatory agencies
Maintain positive customer and community relations
Experience in governmental accounting, special district administration, or public-sector finance
Strong knowledge of audits, budgets, and compliance requirements
Familiarity with Colorado special district laws and regulatory agencies preferred
Proficiency with Peachtree (Sage) or similar accounting systems
Excellent organizational, communication, and project management skills
Ability to work independently and manage multiple priorities
