Utility Billing Clerk / Coordinator

Position Summary

the Utility Billing Clerk plays a key role in keeping billing running smoothly—handling utility billing, assisting residents, and supporting multiple city departments. This position requires accuracy, accountability, and top-tier customer service. If you like numbers, organization, and helping people (without the chaos), this role checks all the boxes.

Key Responsibilities

Utility Billing & Account Management

  • Process daily utility payments (cash, check, ACH, etc.) and ensure accurate daily deposits

  • Enter meter readings and prepare monthly utility bills

  • Set up new utility accounts, terminations, adjustments, refunds, and bad-debt maintenance

  • Verify billing accuracy and initiate meter re-reads when needed

  • Prepare work orders for service connections, disconnections, and investigations

  • Review usage trends and unusual activity; coordinate with appropriate staff

  • Prepare and post monthly ACH payments

  • Generate monthly, quarterly, and annual utility reports

  • Reconcile garbage/waste management charges with contractors

Customer Service & Public Interaction

  • Assist customers in person, by phone, or by email with billing, utility, permitting, and zoning questions

  • Respond to inquiries and complaints professionally and efficiently

  • Research discrepancies and explain city policies and procedures clearly

  • Prepare and document account and billing adjustments

Clerk & Administrative Support

  • Collect and record payments for utilities, permits, and other city departments

  • Balance cash drawers accurately

  • Prepare permit forms and explain permit procedures

  • Assist with incoming and outgoing mail

  • Coordinate facility rentals, deposits, refunds, and database updates

  • Maintain postage meter levels

  • Assist the City Clerk and department heads with research, reporting, and database management

  • Perform additional duties as assigned (because city work is never just one thing)

Qualifications

Required

  • High School Diploma or equivalent

  • Valid Texas Driver’s License with a good driving record

  • Strong computer skills (Microsoft Office, data entry, 10-key by touch)

  • Ability to work with numerical data, filing systems, and confidential information

Preferred

  • Municipal office or utility billing experience

  • Experience with InCode or similar municipal software

  • Strong attention to detail and customer service skills
