Job Type: Temporary/Seasonal
Pay Rate: $25 per hour
Schedule: Tuesday, Wednesday, and Thursday (with potential for changes and/or additional days)


Job Summary:

The City of Madras and Jefferson County Fire & EMS District are seeking a Temporary/Seasonal Code Enforcement Officer to manage and enforce city and fire district ordinances. This role focuses on addressing nuisance properties, fuel mitigation/weed abatement, abandoned vehicles and RVs, trash removal, camping regulations, and investigating complaints. The officer will maintain case files, negotiate compliance agreements, and present cases to the hearings officer, ensuring effective community safety and ordinance compliance.


Essential Duties and Responsibilities:

  • Respond to complaints about potential hazards, code, and ordinance violations.
  • Conduct field inspections and enforce codes related to abandoned vehicles, nuisances, hazard abatement, trash accumulation, illegal parking, and weed control.
  • Coordinate code enforcement activities with city departments and fire districts.
  • Research ordinances, deed and building records, and local codes for compliance.
  • Develop and implement community education programs related to code enforcement.
  • Issue citations for violations as necessary.
  • Coordinate and present cases to the County Code Enforcement Hearings Officer.
  • Work with County or Fire District Legal Counsel on legal proceedings and enforcement actions.
  • Maintain accurate case files and enforcement records.
  • Testify in court as needed.
  • Collaborate with city and county law enforcement on camping ordinance compliance.
  • Operate a city-provided motor vehicle for job duties.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities:

  • Proficient in Microsoft Office Suite, computer systems, and record-keeping software.
  • Familiarity with Oregon revised statutes, federal, state, and local laws, and City of Madras and Jefferson County ordinances.
  • Ability to assess situations from multiple perspectives, including community impact and citywide initiatives.
  • Strong oral and written communication skills, maintaining professionalism and composure.
  • Effective public relations skills and the ability to collaborate with various departments and external agencies.
  • Maintain confidentiality and handle sensitive information with tact and diplomacy.
  • Knowledge of modern office procedures and basic office equipment.
  • Bilingual in English/Spanish is preferred.

Supervisory Responsibilities:

  • This position does not have supervisory responsibilities.

Minimum Qualifications:

  • High school diploma or equivalent.
  • Valid and insurable driver’s license.

Preferred Qualifications:

  • Experience in public safety or municipal roles.
  • Familiarity with Oregon revised statutes and local laws.
  • Bilingual in English/Spanish is a plus.

Physical Requirements:

  • Ability to use office equipment, including a computer, phone, and copier.
  • Walk significant distances, occasionally on uneven terrain, construction sites, or unstable surfaces.
  • Lift and carry up to 50 lbs.
