Human Resources Director Job Description

The human resources director performs a variety of complex professional administrative and supervisory work in directing, planning, and coordinating the full range of functions and programs of the human resources department. The human resources director’s responsibilities include recruitment and retention, training and career development, administration of compensation and benefits, position classification, labor relations, employee relations, employee wellness and health, and use and administrations of human resource information system(s) (HRIS). The human resource director exercises considerable initiative, independent judgment and critical analysis in decision making.

 

Direct Hire-

$70,000 - $80,000 per year depending on experience.

Examples of Duties

  • Directs and manages centralized human resources functions to including, but not limited to: Recruitment and selection, compensation and classification, recognition programs, labor relations, employee relations, records maintenance, and special campaigns.
  • Establishes policies and procedures for the efficient organization structure to assure the company’s needs are met in the areas of recruitment and retention; Training and Development; Compensation and Benefits; Employee/Labor Relations; Health and Wellness, and Human Resources Information System.
  • Ensures compliance with the Fair Labor Standards Act, the Americans with Disabilities Act, the Family Medical Leave Act, Veterans Preference, and other applicable federal and State laws.
  • Consults with General Manager, department directors and supervisory personnel on human resources issues, including philosophy and goals, organizational development, job performance and productivity standards, and special program/project development and implementation.
  • Establishes strong working relationships with employees, management, collective bargaining unit representatives, outside organizations, and local government agency partners.
  • Plans and implements the annual departmental budget.
  • Accomplishes short and long-term objectives within budgetary guidelines.
  • Supervises department personnel.
  • Leads citywide training initiatives.
  • Analyzes, recommends, delivers, and approves training opportunities according to applicable policies and contractual guidelines.
  • Manages and/or directs labor and employee relations activities.
  • Manages and participates in negotiations, mediation, arbitration, and unfair labor practices. Assists in the resolution of labor disputes and serves as a liaison to collective bargaining units for labor related matters.
  • Assigns or accepts staff responsibilities to ensure compliance with city and collective bargaining agreements’ proper and timely hearing of employee complaints or grievances.
  • Assists with investigations into internal complaints regarding harassment and discrimination.
  • Acts as custodian for city personnel records; Represents the company in regard to such files.
  • Monitors use of leave time in compliance with contracts, policies and state and federal laws, FLSA, ADA, FMLA and Veterans Preference.
  • Monitor and administer the company’s drug and alcohol testing policy.

 

Minimum Qualifications

Seven (7) years of progressively responsible human resource management experience, including at least five (5) years of municipal human resource management experience.

 

Licenses, Certifications or Registrations 

 

Must possess and maintain a valid Florida driver’s license.

 

Senior Professional Human Resources (SPHR) or Certified Professional by IPMA certifications are preferred, but not required.  The company encourages human resource manager training and certification support.

 

Knowledge, Skills and Abilities

  • Knowledge of current principles and practices of human resources administration.
  • Knowledge of the human resources function in municipal management.
  • Knowledge of statistical concepts and methods.
  • Knowledge of unemployment compensation, insurance programs, and employee benefit programs.
  • Knowledge of the principles and techniques of modern office management.
  • Skill in Human Resources Information Systems (HRIS).
  • Ability to select and implement appropriate Human Resource Information Systems (HRIS)
  • Ability to apply critical analysis and solve human resource problems.
  • Ability to plan, direct, and coordinate the work of professional and clerical subordinates.
  • Ability to establish and maintain effective working relationships with city staff, labor representatives, and the public.
  • Ability to make presentations before city agencies and personnel.
  • Ability to develop and manage an accurate record keeping system.
  • Ability to learn complex tasks and to complete tasks without assistance once trained.
  • Ability to operate a motor vehicle to drive to training centers or various departments as necessary.
  • Ability to work regularly scheduled hours, as well as outside normal business hours, as the need arises.
  • Ability to work under stressful conditions of multiple deadlines, short deadlines, and public presentations.
  • Ability to be flexible and change job priorities.
