JOB SUMMARY:

Contributes to city-wide operations by executing professional and technical accounting and financial reporting tasks. Ensures ledger and financial system accuracy, maintains precise financial records, and prepares reports compliant with GAAP. Operates independently with minimal supervision, reporting to the Accounting Manager. Does not directly supervise professional staff but may indirectly oversee technical or clerical personnel on specific projects. Responsible for various essential functions, including reconciling accounts, performing internal audits, analyzing balance sheets, revenue, and expense accounts, and leading technology implementation for the division.

RESPONSIBILITIES:

  1. Execute professional and technical accounting and financial reporting functions.
  2. Maintain accuracy in general, revenue, and expenditure ledgers, ensuring GAAP and State procedure compliance.
  3. Conduct internal audits of cash operations and uphold financial policies and procedures.
  4. Reconcile various accounting records, including cash activity, bank statements, and charge cards.
  5. Perform analytic work on Balance Sheet, Revenue, and Expense Accounts, conducting trend analysis as directed.
  6. Lead the development, deployment, and utilization of technology, including creating and maintaining detailed financial statements, linking recurring reports, and developing data links between databases.
  7. Utilize pivot tables and complex formulas within Excel for individual and division projects.
  8. Train, coach, and consult with the accounting team, as well as department customers and end-users, on data extraction, reporting tools, and analysis.
  9. Assist upper management in gathering, analyzing, and managing confidential information related to union negotiations, position costing, and wage and benefit estimates.
  10. Coordinate fixed asset records maintenance, including periodic physical inventory.
  11. Produce financial summaries, balances, and reports in compliance with GAAP requirements.
  12. Assist in the annual budget development, monitor budget activities, and contribute to the final budget document.
  13. Write, update, and follow procedures related to the area of expertise, tracking and reporting on City performance.
  14. Provide positive support to internal and external customers, ensuring safety rules and procedures adherence.

AUXILIARY RESPONSIBILITIES:

  • Assist with accounts payable, accounts receivable, and payroll tasks as assigned.
  • Maintain proficiency through training conferences, meetings, and continuous learning.
  • Perform additional assigned tasks.

MINIMUM QUALIFICATIONS:

  • Education: Bachelor''s degree with major coursework in accounting, finance, or a related field.
  • Experience: Minimum of two (2) years of professional accounting experience in a public agency setting.
